Every cost comparison for Dubai software starts with the same two facts. First, Dubai is an expensive place to employ an engineer: salaries are tax-free and set against London and Singapore, and every hire carries a visa, insurance, gratuity, and usually allowances. Second, almost every supplier selling into Dubai — including many "Dubai agencies" — actually produces the code somewhere cheaper. So the question is rarely Dubai or offshore; it is how much of the Dubai price is value you need (a local entity, on-site presence, procurement comfort) and how much is markup on work done in Karachi or Kyiv anyway.
This article gives 2026 numbers three ways — per hour, per engineer-month, and per project — for in-house Dubai hires, Dubai agencies, and the four offshore and nearshore regions UAE companies actually use, then shows where the paper saving leaks. Disclosure: Rocket Systems delivers from Armenia to Dubai clients; the Armenian figures are our market and our own pricing, the rest are market ranges from public rate cards and proposals we have seen, not quotes.
Hourly rates for senior engineers, 2026
- Dubai / Abu Dhabi agency: AED 250–500 per hour ($70–$135). Boutique product studios sit at the top, generalist digital agencies lower; many deliver from South Asia.
- In-house senior engineer in Dubai: AED 25k–40k monthly salary; $110k–$170k a year fully loaded; roughly $60–$90 per productive hour once leave, hiring time, and overhead are counted.
- Eastern Europe (Poland, Romania, Serbia, Ukraine): $45–$80 per hour; 2–3 hours behind Dubai.
- Egypt / Jordan: $25–$50 per hour; Arabic-speaking; 1–2 hours behind.
- India / Pakistan: $20–$45 per hour for seniors from established vendors, $12–$20 for mid-level; 1–1.5 hours ahead.
- Armenia: $15–$50 per hour for seniors; same UTC+4 time zone as Dubai; 3-hour flight.
Rate alone is misleading if seniority differs. A $25/hour engineer who needs three times as long, or whose work is rewritten in year two, is not cheaper than a $50/hour senior. Compare rates only within the same seniority band, and ask vendors what share of the proposed team has 5+ years' experience.
Cost per engineer-month and per team
- One dedicated senior engineer, per month: Dubai agency $11k–$22k · in-house $9k–$14k · Eastern Europe $7.2k–$12.8k · India/Pakistan $3.2k–$7.2k · Armenia $2.4k–$8k.
- Three-person team (lead + 2): Dubai agency $45k–$70k · Eastern Europe $25k–$38k · South Asia $12k–$20k · Armenia $10k–$16k.
- Six-person team (lead, 3 engineers, QA, part-time DevOps): Dubai agency $90k–$140k · Eastern Europe $50k–$75k · South Asia $24k–$40k · Armenia $20k–$35k.

Fixed-price project ranges: Dubai vs same-time-zone nearshore
The ranges below compare a Dubai agency quote with a senior nearshore team working Dubai hours (our Armenian pricing is the nearshore column). Scope assumptions are noted; your project will differ, and the honest answer to "how much" is always a written scope.
- Bilingual (Arabic/English) marketplace or booking platform — vendor onboarding, catalogue, search, checkout with Telr/PayTabs/Checkout.com, admin, web + responsive: Dubai $150k–$350k · nearshore $15k–$60k (from $15k on our Marketplace Engine core).
- Proptech portal — listings, lead capture, tenant or buyer portal, CRM integration, RTL: Dubai $100k–$250k · nearshore $12k–$45k.
- Mobile app (iOS + Android, Flutter or React Native) — auth, core flows, payments, notifications, admin: Dubai $80k–$250k · nearshore $12.5k–$50k.
- Custom CRM or operations system — pipeline, workflows, reporting, integrations: Dubai $60k–$200k from scratch · nearshore from $6k on an existing core (custom AI CRM) or $20k–$60k custom.
- AI assistant over company documents or CRM data — retrieval, guardrails, Arabic/English, WhatsApp or web channel: Dubai $40k–$120k · nearshore $4k–$25k.
- MVP for a funded startup — web app, 2–3 core flows, payments, analytics: Dubai $60k–$150k · nearshore $10k–$35k.
- Ongoing maintenance and iteration — Dubai agency retainer $8k–$25k/month · nearshore 1–2 engineers $2.4k–$10k/month.
Where the paper saving leaks
Offshore looks 55–80% cheaper on rate cards. What UAE companies actually bank is usually 40–65%, and the gap comes from four places:
- Your management time. A junior-heavy vendor consumes 10–20% of a Dubai manager's week in specification and review. A senior team with its own tech lead consumes 3–5%.
- Time-zone latency. A 2–3-hour offset adds roughly a day of decision latency per week; over a six-month project that is 3–4 weeks of calendar time and the salaries attached to it. A same-time-zone team has none.
- Rework. Code built fast by mid-level engineers is often rebuilt in year two. Budget 15–30% of the original price for this with volume vendors; 0–10% with senior teams.
- Travel and coordination. Kickoff and milestone visits from Armenia or India are short-haul day trips; from Eastern Europe or Latin America they are multi-day.
Put together: a $200k Dubai agency build might be $60k from a volume offshore vendor plus $25k of your time and $30k of rework — a real saving of about 40% — or $55k from a senior same-time-zone team plus $8k of your time and little rework — a real saving of about 68%. The region and the seniority matter more than the headline rate.
When paying Dubai prices is right
- Government and semi-government contracts that require a UAE-registered, locally staffed vendor.
- Projects where the vendor must be physically present several days a week — hardware integration, on-site operations rollouts, highly political stakeholder programmes.
- Regulated builds where the client's security policy prohibits any foreign access, even to masked environments.
- Very small jobs where the overhead of onboarding a remote team exceeds the saving.
Everything else — products, marketplaces, portals, mobile apps, CRMs, AI tools — is cheaper and usually better from a senior team abroad, with the choice of region driven by how much real-time collaboration the build needs. The wider options are compared in how to outsource software development from Dubai.

How much does software development cost per hour in Dubai?
Dubai and Abu Dhabi agencies charge roughly AED 250–500 per hour ($70–$135) for senior engineering time in 2026. An in-house senior engineer costs AED 25k–40k a month in salary — $110k–$170k a year fully loaded with visa, insurance, gratuity, and allowances.
How much cheaper is offshore software development than Dubai?
On rate cards 55–80% cheaper: Armenia $15–$50/hour, India and Pakistan $20–$45, Egypt and Jordan $25–$50, Eastern Europe $45–$80 against $70–$135 locally. After management time, time-zone latency, and rework, the realised saving is usually 40–65%, highest with senior teams that work Dubai hours.
How much does it cost to build a mobile app in Dubai?
A Dubai agency quotes $80k–$250k for a bilingual iOS and Android app with authentication, core flows, payments, notifications, and an admin panel. The same scope from a senior nearshore team working Dubai hours is $12.5k–$50k.
How much does a marketplace platform cost for a UAE business?
A bilingual multi-vendor marketplace with onboarding, catalogue, search, checkout on Telr, PayTabs, or Checkout.com, and an admin panel runs $150k–$350k from a Dubai agency and $15k–$60k from a senior nearshore team, especially when built on an existing marketplace core.
Why is Armenia cheaper than Eastern Europe for UAE companies?
Lower cost of living and salaries than Poland or Romania, a senior-heavy engineering market built on decades of outsourcing for US and European clients, and no time-zone penalty for Dubai: Yerevan is UTC+4, the same as the UAE, so there is no latency cost to add back.
