There is a point in most UAE companies' life — usually after the first agency build ships and the product starts needing changes every week — where the question changes from "who can build this?" to "how do we get a team that is ours without hiring six people in Dubai?" The answer is a dedicated offshore or nearshore team: engineers who work only on your product, in your tools, on your roadmap, employed and managed by a vendor abroad. Done well it gives you a product organisation at a third of Dubai payroll. Done badly it gives you a slow agency with a monthly invoice.
This guide walks through the setup in order: the model, the location, the contract, and the first 90 days, with the costs and the UAE-specific rules that apply. It is written from the vendor side — Rocket Systems runs dedicated teams for Gulf and US clients from Yerevan — so treat the recommendations as informed and interested. If you have not yet decided between a fixed-scope project and a team, read how to outsource software development from Dubai first.
Step 1 — Choose the model
- Dedicated team through a vendor. The vendor employs the engineers, handles payroll, equipment, HR, and replacements; you direct the work. Monthly billing, 30-day notice is standard. Fastest to start (2–4 weeks), lowest admin. This is the right default for 2–15 engineers.
- Staff augmentation. Same mechanics, but individuals rather than a team — you slot a senior React or Flutter engineer into an existing squad. Good when you already have a tech lead. See staff augmentation.
- Build-operate-transfer. The vendor builds the team and, after 12–24 months, transfers the people and the entity to you. Useful if you plan to own a foreign subsidiary eventually; adds legal complexity and a transfer fee.
- Your own foreign entity. Register a company in the target country and hire directly. Full control, lowest unit cost at scale, but you take on local employment law, payroll, office, and recruiting. Rarely sensible below 15–20 engineers.
Step 2 — Choose the location by overlap and seniority
For a team that will join your standups and ship every week, working-hours overlap is not a nice-to-have. Score candidate locations on three things: how many of your working hours they share, how senior the typical engineer is, and what a senior engineer costs fully loaded.
- Armenia (UTC+4, same as Dubai): full overlap, no DST drift, 3-hour direct flight, senior-heavy talent pool, $15–$50/hour. Small country, so very large benches are rare. Details in Armenian developers for UAE companies.
- India (UTC+5:30) and Pakistan (UTC+5): 1–1.5-hour offset, deep benches, $20–$45/hour; seniority varies widely by vendor, attrition is the main risk.
- Egypt and Jordan (UTC+2/+3): Arabic-speaking, 1–2-hour offset, $25–$50/hour; good for Arabic-first products, smaller senior pools.
- Eastern Europe (UTC+1 to +2): strong seniors, $45–$80/hour, but a 2–3-hour offset that leaves your mornings uncovered.
- Latin America / Philippines: 7–12-hour offsets from Dubai — only for follow-the-sun support, not for a core product team.
Step 3 — Size and cost the team
A first dedicated team for a UAE product company is usually 3–6 people: a tech lead, two to three full-stack or mobile engineers, a QA/automation engineer, and a part-time DevOps or designer. Monthly cost in 2026, including the vendor's margin and management:
- 3-person team (lead + 2 engineers): $10k–$16k/month from Armenia; $12k–$20k from India/Pakistan at comparable seniority; $25k–$38k from Eastern Europe; $45k–$70k from a Dubai agency.
- 6-person team (lead, 3 engineers, QA, part-time DevOps): $20k–$35k/month from Armenia; $24k–$40k from South Asia; $50k–$75k from Eastern Europe; $90k–$140k locally.
- Compared with Dubai hires: six in-house seniors run $55k–$85k a month fully loaded before recruitment fees, equipment, and the 8–14-week start delay.
Rate-by-rate comparisons and fixed-price project ranges are in software development cost: Dubai vs offshore.
Step 4 — Fix the contract
- IP assignment to your UAE entity, unconditional and effective on creation, not on final payment.
- Data. Production in UAE-region cloud where the UAE PDPL, DIFC/ADGM rules, or your regulator require it; engineers work on masked staging data; access revocation within 24 hours of a team change. Name the hosting region in the contract.
- People. Named engineers, CVs approved by you, interview rights, a replacement within 10 business days if someone leaves or underperforms, and a cap on vendor-initiated rotations.
- Term and exit. Month-to-month after an initial 3 months, 30-day notice, a handover clause with documentation and repository transfer, and no fees for hiring the engineers after 12 months (or a known, fixed fee).
- Governing law. Vendors contract from the US, UK, or home country; that is normal. Add DIFC Courts or an arbitration seat you are comfortable with if the engagement is large.
- Security. MFA, device encryption, VPN or zero-trust access, background checks where the sector requires them, and a right to audit.
Step 5 — The first 90 days
Weeks 1–2: plug in, do not kick off
Accounts, repo access, CI, staging, and a written definition of done. The team reads the codebase and ships two or three small, real changes to production. Your product owner (you need one — a vendor PM is not a substitute) runs a daily 15-minute standup in Dubai hours. If the location is same-time-zone, this is 9:30am for both sides.
Weeks 3–6: first sprint goals
Two-week sprints, demo at the end of each, retro, and a velocity baseline. Agree the escalation path for blocked decisions on your side — most offshore delays are the client not answering, not the vendor not working.
Weeks 7–12: measure and adjust
Review cycle time, defect rate, and how often the team needed you to decide something a tech lead should have decided. Replace anyone who is not working out now — the contract allows it. Plan a Dubai visit for the lead at the 90-day mark; from Yerevan that is a day trip, from Warsaw or Bangalore it is not.
Signs it is working — and signs it is not
- Working: the team proposes solutions instead of asking for specs; releases happen without your involvement; your own staff stop treating them as "the vendor".
- Not working: every ticket goes through a vendor PM; estimates are always accepted and always missed; you learn about team changes after the fact; nobody on the team has pushed back on a bad idea yet.
How we run dedicated teams for UAE companies
Rocket Systems has employed its own engineers in Yerevan since 2014 and runs dedicated teams for Gulf and US clients on Dubai working hours: senior-only, named engineers you interview, month to month after a 3-month start, full IP assignment, UAE-region hosting on request, and a tech lead who flies to Dubai for kickoff and quarterly reviews. Teams start from $15/hour per engineer and are typically productive within three weeks. Sector experience that matters for the UAE: real estate and proptech, marketplaces, travel, and trade and logistics.
Describe the product and the roles. We send senior profiles within 48 hours, a monthly price in writing, and a 90-day plan — all in Dubai hours.

How much does an offshore development team cost for a UAE company?
In 2026 a 3-person team (lead plus two engineers) costs $10k–$16k per month from Armenia, $12k–$20k from India or Pakistan at similar seniority, $25k–$38k from Eastern Europe, and $45k–$70k from a Dubai agency. A 6-person team roughly doubles those figures. Six equivalent in-house hires in Dubai run $55k–$85k a month fully loaded.
Which country is best for a UAE company's offshore team?
It depends on what you optimise for. Armenia gives full working-hours overlap (same UTC+4 time zone) and a senior-heavy pool at $15–$50/hour; India and Pakistan give the largest benches at $20–$45/hour with a 1–1.5-hour offset; Egypt and Jordan give Arabic-speaking teams; Eastern Europe gives strong seniors at $45–$80/hour but a 2–3-hour offset.
Does a UAE company need its own foreign entity to have an offshore team?
No. Below 15–20 engineers a dedicated team through a vendor is faster, cheaper to administer, and easier to exit. Build-operate-transfer arrangements let you take the team over later if you want to own an entity eventually.
How do we keep UAE data compliant with an offshore team?
Host production in UAE-region cloud where the UAE PDPL, DIFC or ADGM rules, or your sector regulator require it; give engineers masked staging data rather than production access; use MFA, encrypted devices, and zero-trust access; and write hosting region, access rules, and 24-hour revocation into the contract.
How long before an offshore team is productive?
With a prepared codebase, access on day one, and a product owner on your side, a senior team ships small production changes in week one and runs at a measurable velocity by week three. Teams that take longer are usually waiting on client decisions or access, not on engineering.
